Selection Module for Provinces

This package extends the Base Selection Module with systems that manages province's selection.

Province tap selection can be limited to chosen zoom levels: register a ProvinceSelectionZoomConfig in the map world configs and set its selectable levels. Without the config every zoom level stays selectable.
